Management & Program Analyst - Process Improvement Specialist

These positions involve a multi-grade career ladder. The major duties listed below represent the full performance level of GS-12. At the GS-09 and GS-11 grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. The major duties include but are not limited to:
Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of VAPAHCS programs or operations in meeting established goals and objectives; Develops reports, presentations, recommendations and proposals; Leads efforts in the use of information to improve quality, safety, effectiveness and efficiency (informatics); Researches, recommends and guides implementation of new or proposed improved practices for application in support of activities and projects for Process Improvement or SIM; Provides advice on how quality improvement and Lean tools can assist in accomplishing health care system, service and departmental missions and programmatic objectives; Serves as an internal consultant to groups working to improve quality and performance by helping them identify the most appropriate measures and monitors to ensure quality outcomes; Collaborates with medical center leadership and management to ensure that improvements to processes spread to other work units and locations and that these improvements are sustained over time; Identifies and determines training priorities as they relate to process improvement, the deployment of SIM or any other areas of responsibility; Develops guidelines, instructional methods, materials, etc. and new or improved applications of educational technology to training programs; Uses standard approaches to perform a variety of duties related to special projects involving administrative or support issues related to all aspects of Process Improvement or SIM; Assists managers and technical experts from across the health care system to develop realistic quality improvement measures, measurement procedures and reporting mechanisms; and, Performs all other duties as assigned. Experience:
You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Management & Program Analyst - Process Improvement Specialist, and that is typically in or related to the work of the position to be filled. Specialized experience is experience working with individuals and services to develop systems for tracking improvements and monitoring project progress and completion; analyzing and evaluating data, on a quantitative or qualitative basis; managing multiple projects, programs, and activities; and developing reports and presentations. NOTE:

Successfully completed a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, from an accredited college or university. Specialized experience is experience leading process improvement, quality improvement, systems redesign, or Lean projects in a large multidisciplinary organization; providing advice on how quality improvement and Lean tools can assist in accomplishing health care system, service and departmental missions and programmatic objectives; acting as a lead Rapid Process Improvement Workshop (RPIW) facilitator; and independently facilitating courses or presentations related to aspects of process improvement. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
