Management & Program Analyst

The incumbent serves as a Process Improvement Specialist for the Process Improvement Section within the QSV at the VA Palo Alto Health Care System (VAPAHCS) and is an expert in the deployment of Service Improvement Model (SIM), VAPAHCS' management system. Incumbent is responsible for determining the need and scope of data gathering and analysis, leading teams in process improvement activities and projects, and creating reportable metrics in support of SIM deployment. The incumbent will facilitate education and training of persons in support of Process Improvement and is responsible for leading many special projects that entail a variety of tasks and duties. The major duties and responsibilities include, but are not limited to:
Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of the VAPAHCS programs or operations in meeting established goals and objectives Use data sources including VSSC and VistA to gather data, determine pertinent issues, and collect relevant information Lead efforts in the use of information to improve quality, safety, effectiveness and efficiency Researches and recommends, and guides implementation of new or proposed improved practices for application in support of activities and projects Manages projects within multiple systems and throughout multiple service across the VAPAHCS. Serve as an internal consultant to groups working to improve quality and performance. Facilitates courses or presentations related to all aspects of process improvement Review, analyze, and evaluate training courses and programs to assess the quality and effectiveness of training materials Conduct extensive research and compiles data from diverse sources Extracts and assembles information, conducts analysis and develop reports or presentations. Design studies, training programs and organizational strategies for identifying opportunities to improve the quality and efficiency of medical center performance. Promotion Potential:

Experience:
I have at least one year of specialized experience that equipped me with particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, the specialized experience must have been at the GS-07 grade level or higher, or an equivalent level of responsibility. Examples of specialized experience include, but are not limited to the following:
Project Management Analyze and evaluate data, on a quantitative or qualitative basis. Ability to manage multiple projects, programs, and activities. OR; Education:
Applicants may substitute education for the experience required for the GS-09 level. For education to qualify:
Applicants must possess a masters or equivalent graduate degree OR have completed 2 full years of progressively higher level graduate education leading to a master's degree. OR; LL.B. or J.D., in a major field of study related to the health sciences or allied sciences appropriate to the work of the position which provided the knowledge, skills, and abilities necessary to perform the duties of the position. OR; Combination of Experience/Education:
To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 18 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09.
