This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Your duties can include but are not limited to the following:
Serves as the Contracting Officer Representative (COR). Drafts and reviews contract proposals and agreements to ensure accurate budgetary, personnel, and administrative arrangements. Creates and implements objective measures to monitor contract quality and/or performance, incorporating data usage as appropriate. Provides service leadership with analyzed data and objectively based information for making decisions on operations and management. Conducts studies of efficiency and productivity and recommends improvement in organization, staffing, work methods, or processes. Meets deadlines for all required correspondence assigned on a consistent basis. Performs full range of human resource requirements related to recruitment and placement, personnel security, processing and records, employee relations, benefits, and classification. Provides oversight of all on-boarding activities for recruitments and new appointments. Manages all aspects related to credentialing and privileging for licensed independent practitioners (LIPs). Performs other duties as assigned. Work Schedule:

Experience:
MUST possess one (1) year of specialized experience equipped with the knowledge, skills, and abilities to perform successfully the duties of the Management & Program Analyst and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-07 level in the Federal service. Specialized experience includes:
working experience in a surgical service performing various duties such as playing an integral role in procurement and contracting for the surgical service; serving as a Contracting Officer Representative (COR); preparing procurement requests, evaluating proposals for work, maintaining procurement and contracting records, and ensuring that all quality measures for the contract are met; drafting and reviewing all contract proposals and agreements to assure accurate budgetary, personnel, and administrative arrangements, and providing updates to the administrative officer on contracting and procurement policies and issues. (This experience must be documented in your resume.) OR GS 9 - Education:
MUST possess 2 full years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., if related, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Experience:
MUST possess one (1) year of specialized experience equipped with the knowledge, skills, and abilities to perform successfully the duties of the Management & Program Analyst and that is typically in or related to the work of this position. This specialized experience must have been equivalent to at least the GS-9 grade level in the Federal service. In addition to meeting the specialized experience noted above you may also possess the following specialized experience that includes:
creating and implementing objective measures to monitor contract quality and/or performance, incorporating data usage, arranging for evaluation of contract equipment or services; analyzing individual clinics, programs, or patient care processes to determine whether the current management systems efficiently accomplish objectives sought and whether they provide controls necessary for operational management; applying process improvement tools and techniques towards a wide array of surgical service processes to develop patient-centric recommendations that improve care provided to patients; perform the full range of human resource requirements related to recruitment & placement, personnel security, processing & records, employee & labor relations, employee benefits, and position management & classification; providing oversight of all on-boarding activities for recruitments and new appointments; managing all aspects related to credentialing and privileging for licensed independent practitioners. (This experience must be documented in your resume.) OR GS 11 - Education:
MUST have a successful completion of three (3) years of graduate education leading to a Ph.D. degree, or a Ph.D Degree, in a directly related field. This education must have been obtained in an accredited college or university. To qualify based solely on education alone, you must include a copy of your transcript with your name, name of school, degree earned and date, grades earned, credit hours, major(s), and grade point average or class ranking with your resume or application form. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
