Under the direct supervision of the Chief, Pharmacy Service, the Associate Chief of Clinical Pharmacy Services is responsible for providing leadership, direction, organization, planning and implementation of Inpatient and Ambulatory Care clinical pharmacy programs and services for the Veterans Affairs Palo Alto Health Care System (VAPAHCS). The VAPAHCS is a major teaching tertiary care referral center (affiliated with Stanford University Medical Center) with three hospital-based divisions (1,000 inpatient beds) and a network of 7 community based clinics, serving approximately 80,000 veterans.
This Associate Chief will have 14.0 FTEE direct reports; including GS-13 Pharmacy Managers (PACT Ambulatory Care Manager, Inpatient Acute Care Clinical Manager, Clinical Training Manager) and specialty clinical positions (Hematology/Oncology, Infectious Disease, Psychiatry Ambulatory Care x3, Pain Ambulatory Care x2, Hepatitis C Ambulatory Care x2, Floating Ambulatory Care Pharmacist, and Clinical Pharmacy Technician). This Associate Chief will have 29.2 FTEE second level reports, consisting of highly trained Clinical Pharmacy Specialists that are located throughout the organization. Therefore, occasional travel to various sites is required.
VAPAHCS has a long-standing, highly clinical program that continues to grow into new and exciting patient care areas (20 new positions in the past two years). This Associate Chief will be responsible for continued growth and expansion, while ensuring value added return on investment for these clinical services. Additionally, we have a well-established PGY-1 Pharmacy Practice Residency program and new PGY-2 Psychiatry Residency and PGY-2 Health System Pharmacy Administration Residency programs developed over the past two years. This new Associate Chief of Clinical Services will serve in a key role in the Residency Program.

Qualifications & Evaluations
BASIC REQUIREMENTS:
U.S. citizenship: Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy).
Education: (1) Graduate of a an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm D.) degree? (Note: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy) TRANSCRIPTS MUST BE SUBMITTED WITH APPLICATION
(2) Graduate of foreign pharmacy degree program that meets the educational requirement if able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). COPY OF YOUR FINAL DEGREE TRANSCRIPT OR COPY OF FPGEC CERTIFICATION MUST BE SUBMITTED WITH APPLICATIONO PACKAGE
Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. A COPY OF LICENSE MUST BE SUMBMITTED WITH APPLICATION
English: Must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Preferred
Experience: Completion of a PGY-1 Pharmacy Residency, completion of PGY-2 Pharmacy Residency, and at least three (3) years of Pharmacy management experience (supervising multiple pharmacists).
Grade Determinations:
(a) In addition to the basic requirements, applicants must have one (1) year of experience at the next lower grade level (GS-13) or equivalent which is directly related to the position to be filled.
(b) Assignments: Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
1. Associate Service Chief/Associate CMOP Director: The Associate Chief is responsible for coordinating multiple programs in pharmacy service in a medical facility. He/she serves as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies. He/she is responsible for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential.
Pharmacists assigned to this position must demonstrate the following KSAs:
KSA 1. Skill in persuading others and gaining cooperation to accomplish goals.
KSA 2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues.
KSA 3. Skill in utilizing regulatory and quality standards to develop and implement operational programs.

KSA 6. Ability to plan, organize and direct the functions of the pharmacy staff.
