The Associate Chief of Inpatient Pharmacy Operations is responsible for providing leadership, direction, organization, planning and implementation of pharmacy programs and services for the Veterans Affairs Palo Alto Health Care System (VAPAHCS). The VAPAHCS is a major teaching tertiary care referral center (affiliated with Stanford University Medical Center) with three hospital-based divisions (1,000 inpatient beds) and a network of 7 community based clinics, serving approximately 85,000 veterans.
This pharmacist is ultimately responsible for all aspects of pharmacy operations in the Palo Alto Inpatient Pharmacy and Menlo Park Division Pharmacy (including an inpatient and small outpatient clinic operation). Each of these sections has a Pharmacy Manager (Palo Alto Day Shift, Palo Alto Evening Shift, Menlo Park) that will report directly to the incumbent. Additionally the incumbent will have supervisory and programmatic responsibility for All System Floating Pharmacists x2, All System Floating Technicians x2, an Investigational Drug Pharmacist, and a service-wide Automation Technician. There are a total of 10 FTEE direct reports, 48.5 second level reports. The incumbent assures uniform quality of care across the pharmacies and satellite dispensing clinics making up the VAPAHCS inpatient section, and collaborates with other Pharmacy Associate Chiefs and Managers. Particular emphasis is placed on customer satisfaction, compliance with VHA directives and regulatory agencies, and managing performance improvement initiatives system-wide.

VAPAHCS is a teaching hospital with an affiliation with the Stanford University School of Medicine which provides a rich academic environment including medical training for physicians in virtually all specialties and subspecialties. Qualifications & Evaluations
BASIC REQUIREMENTS:
U.S. citizenship: Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy).
Education: (1) Graduate of a an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm D.) degree? (Note: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy) TRANSCRIPTS MUST BE SUBMITTED WITH APPLICATION
(2) Graduate of foreign pharmacy degree program that meets the educational requirement if able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. A COPY OF LICENSE MUST BE SUMBMITTED WITH APPLICATION
English: Must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Specialized
Experience: Must have experience managing and supervising multiple pharmacist and technicians in an inpatient setting (extended care or acute care).
Preferred
Experience: At least three (3) years of pharmacy management experience, supervising/mentoring pharmacy supervisors; completion of a PGY2 in Health System Pharmacy Administration.
Grade Determinations:
(a) In addition to the basic requirements, applicants must have one (1) year of experience at the next lower grade level (GS-13) or equivalent which is directly related to the position to be filled.
(b) Assignments: Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
1. Associate Service Chief/Associate CMOP Director: The Associate Chief is responsible for coordinating multiple programs in pharmacy service in a medical facility. He/she serves as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies. He/she is responsible for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential.
Pharmacists assigned to this position must demonstrate the following KSAs:
KSA 1. Skill in persuading others and gaining cooperation to accomplish goals.
KSA 2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues.
